IN FACT, IT IS THE FASTEST-GROWING SCHOOL DISTRICT IN THE STATE OF NEW YORK. IT PROVIDES ASSISTANCE TO HELP THE DISTRICT MANAGE THEIR EXPENSE PROGRAM BY APPOINTING A MONITOR WHO WILL BE WORKING BOTH WITH THE COMMUNITY, AND THE SCHOOL DISTRICT, THE STATE EDUCATION DEPARTMENT, TO PUT TOGETHER LONG-TERM FINANCIAL PLANS TO GET THIS SCHOOL DISTRICT BACK ON THE RIGHT FINANCIAL FOOTING. I APPRECIATE THE SUPPORT. THIS IS A DISTRICT THAT IS THE POOREST SCHOOL DISTRICT IN SUFFOLK COUNTY. THEY RIGHT NOW HAVE A DEFICIT IN THAT DISTRICT OF CLOSE TO $4 MILLION. THIS IS A — THE LEADERSHIP THEY ARE GOING TO NEED TO GET THIS DISTRICT BACK, AND IN THE RIGHT POSITION SO I WILL — I VOTE AYE.>>SENATOR BROOKS TO BE RECORDED IN THE AFFIRMATIVE. SENATOR MAYER TO EXPLAIN HER VOTE.>>TODAY I’M PROUD TO STAND UP AND SUPPORT THE PASSAGE OF THIS BILL AS 7312 BY SENATOR BROOKS AND A BILL THAT I HOPE WE PASS THEREAFTER BY SENATOR THOMAS. BOTH OF THESE BILLS ARE UNPRECEDENTED LEGISLATION WHICH WILL STRENGTHEN OVERSIGHT OF TWO STRUGGLING SCHOOL DISTRICTS. — AND HEMPSTED. ACADEMIC PROGRAMS FOR STUDENTS,- AND GREATER FISCAL ACCOUNTABILITY FOR PARENT AND COMMUNITYS WHILE MAINTAINING PARTNERSHIP WITH SCHOOL BOARDS AND LOCAL THE SCHOOL OFFICIALS. MONITORS WILL BE APPOINTED BY AN ACCOUNTABLE TO THE STATE COMMISSIONER OF EDUCATION, AS THEY WORK WITH LOCAL EDUCATORS. PARENTS AND OTHER STAKEHOLDERS WILL HAVE AN OPPORTUNITY TO HAVE THEIR VOICES HEARD IN THE PROCESS. AND MONITORS WILL HAVE CLEAR LINES OF AUTHORITY INVOLVEMENT IN PLANNING, AND BUDGET MAKING AND WILL WORK WITH THE LOCAL BOARD OF EDUCATION TO ESTABLISH A POSITIVE PATH FORWARD FOR EACH DISTRICT STUDENTS IN THESE DISTRICTS HAVE UNFORTUNATELY WAITED TOO LONG FOR NEW YORK STATE TO INTERVENE. PROGRAMS HAVE BEEN REDUCED AND OPPORTUNITIES FOR CHILDREN HAVE BEEN LOST. THESE MEASURES ARE THE RIGHT BALANCE OF OVERSIGHT INTERVENTION AND HOPE FOR THE CHILDREN THAT WE’RE OBLIGATED TO SERVE AND TO EDUCATE. I WANT TO CONGRATULATE THE SPONSORS OF THESE BILL, THE ASSEMBLY COUNTERPART AND THE GOVERNOR OFFICE FOR WORKING TOGETHER FOR THE BENEFIT OF THE CHILDREN OF THESE DISTRICTS. WE’RE FACING A 34 MILLION DOLLAR DEFICIT NOW THAT’S GOING TO GROW TO 60 MILLION. THIS IS NOT THE FAULT OF STUDENT, THIS IS NOT THE FAULT OF TEACHERS. THIS IS NOT THE FAULT OF THE PARENTS. THIS IS THE FAULT OF THE CITY SCHOOL BOARD, AND ITS MALFEASANCE IN CITY OF ROCHESTER IT IS THE FALL OF FAULT OF THE PREVIOUS ADMINISTRATION OF THIS SCHOOL DISTRICT SO WHAT DO WE DO ABOUT IT IS NOW I HAVE LEGISLATION ALSO TO CREATE A FISCAL AND AN ACADEMIC MONITOR IN CITY OF ROCHESTER, SENATOR ROBACH DOES AS WELL. I AM HOPEFUL AS WE MOVE THROUGH THIS SESSION THAT WE WILL BE REMIND OF THE FACT THAT WE’RE VOTING FOR HEMPSTEAD AND WINEDANCH AND YOU WILL SUPPORT THE CITY OF ROCHESTER AS WELL. THEY ARE STRUGGLING. THEY ARE SUFFERING RIGHT NOW. AND WE NEED TO FIX THAT PROBLEM. I VOTE AYE, Mr. PRESIDENT.>>SENATOR FUNKE TO BE RECORDED IN THE AFFIRMATIVE. I FIRST WOULD LIKE TO THANK MY COLLEAGUE SENATOR BROOKS FOR HIS LEADERSHIP AND HARD WORK ON THIS PIECE OF LEGISLATION FOR THE WINEDANCE SCHOOL DISTRICT AND ALSO ASSEMBLY WOMAN KIMBERLY JEAN PIERRE WHO DID SUCH GREAT WORK IN THE ASSEMBLY. IT IS LONG OVERDUE FOR THE STUDENTS TO HAVE A TURN AROUND AND THIS IS THE BEGINNING OF IT, I BELIEVE. IMPORTANTLY, WE JUST SAW THE GOVERNOR GIVE HIS BUDGET PRESENTATION. HE TALKED ABOUT DRIVING MONEY TO HIGH-NEEDS SCHOOL DISTRICTS AND WE NEED TO REMEMBER, IT IS NOT JUST WHERE THE MONEY GOES, IT IS HOW IT IS SPENT WE HAVE TO KEEP OUR EYE ON THE BALL. I RISE IN ORDER TO SPEAK ABOUT THESE PARTICULAR BILLS. ABOUT SENATOR BROOKS, I HEARD WHAT HE HAD TO SAY IN OUR CONFERENCE. AND, I SUPPORT THAT WHOLEHEARTEDLY BECAUSE WHEN IT COMES TO OUR CHILDREN’S EDUCATION, WE WANT TO MAKE SURE THAT, ELECTED OR APPOINTED SCHOOL BOARDS ARE DOING THE RIGHT THING. AND WHERE, THE SENATOR BOTH EITHER SENATOR BROOKS OR SENATOR THOMAS IN HEMPSTEAD ALLEGING THAT THINGS NEED TO BE LOOKED AT FROM A MONITOR’S POINT OF VIEW, I WHOLEHEARTEDLY SUPPORT THAT. ESPECIALLY WHEN MY COLLEAGUES ARE SAYING THAT THE GRADUATION RATE IS 31%, OR AROUND THAT, WHICH IS TOTALLY UNACCEPTABLE TO ME, AS SOMEONE THAT HAS BEEN INVOLVED IN EDUCATION, AS A FATHER OF THREE GIRLS. AND, MORE SPECIFICALLY, LAST YEAR IN THE BUDGETARY PROCESS, I WENT TO ROCHESTER, I WENT TO SCHENECTADY, I WENT TO LONG ISLAND, AND I KNOW WHAT THE CONDITIONS ARE. FOR FAR TOO LONG, THE STUDENTS IN HEMPSTEAD WERE SUFFERING AND NOW WITH THIS BILL, WITH THIS CHAPTER AMENDMENT, THERE WILL BE MORE EQUITY IN EDUCATION IN HEMPSTEAD. THE HEMPSTEAD SCHOOL DISTRICT EDUCATES A LARGE MINORITY POPULATION. THESE CHILDREN DESERVE HIGH-QUALITY EDUCATION IN ORDER FOR THEM TO HAVE UPWARD MOBILITY AND TO OBTAIN THEIR AMERICAN DREAM. THIS IS EXACTLY WHY I INTRODUCED THE HEMPSTEAD SCHOOL MONGER BILL. IT WILL GUIDE THE SCHOOL DISTRICT ON EDUCATION AND FISCAL THE MONITOR WILL HOLD PUBLIC HEARINGS, AND RECOMMENDATIONS FROM THE PUBLIC HEARINGS WILL HAVE TO BE FOLLOWED BY THE SCHOOL DISTRICT. THE HEMPSTEAD SCHOOL DISTRICT HAS BEEN STRUGGLING BUT THEY ARE SHOWING THAT, THE GRADUATION RATES ARE GOING UP.
